Essay

The thesis provides theoretical basis and develops practical recommendations for improving public administration mechanisms for implementation of international programs and projects in Ukrainian higher education. The theoretical bases for the emergence and formation of public administration mechanisms for implementation of international programs and projects in Ukrainian higher education are summarised. A systematic analysis of scientific approaches to public administration of implementation of international programs and projects in higher education has been performed, the current state of public administration in Ukrainian higher education is analysed, its functions are revealed, the place and role of the state in administration of higher education is defined. It has been found that Ukrainian higher education is in dynamic change as a result of globalisation processes and is actively being transformed, leading to a transformation of public administration in higher education. The main functions of public administration in this area are defined. The legal and regulatory framework of public administration of implementation of international programs and projects in higher education has been thoroughly analysed. It has been determined that, although the legal and regulatory framework for public administration in higher education is satisfactory, it still needs to be broadened significantly. It has been established that some of the basic notions that relate to the implementation of international programs and projects in higher education are not fixed by law. The notion and terminology of public administration of implementation of international programs and projects in higher education has been analysed, the essence of the category “public administration mechanisms in higher education” and key notions “grant”, “international program”, “international project” is clarified. International experience of public administration in higher education has been studied, particularly with relation to the implementation of international programs and projects. The public administration models in higher education, especially with regard to the implementation of international programs in this area are analysed. A set of public administration mechanisms for implementation of international programs and projects in Ukrainian higher education is highlighted and substantiated. The shortcomings in the legal mechanism have been identified, the elimination of them could positively influence other public administration mechanisms in this area. The directions for improving the legal and regulatory framework governing social relations in higher education have been suggested. Based on the main research results, practical recommendations are proposed to the Verkhovna Rada of Ukraine to consider the possibility of amending the Law of Ukraine “On Higher Education”, the Cabinet of Ministers of Ukraine, the Ministry of Education and Science of Ukraine.
