The thesis is devoted to the solution of an important scientific problem concerning the development of theoretical and methodological provisions and practical recommendations for the formation of information support for the use of real estate multi-purpose cadaster.
As a result of systematization of theoretical approaches, the definition of information support for the use of real estate multi-purpose cadaster is proposed, which is characterized as a set of technical, technological, legal, informational, value elements of real estate identification, formed by applying a multilevel system of indicators, tools for the development and implementation of a multi-purpose real estate cadaster.
The directions and features of identification of real estate objects of the multipurpose cadaster are defined. Identifiers for the formation of a multilevel system of indicators for evaluating information support are proposed. An integrated method for assessing the level of information support for the use of real estate multi-purpose cadaster, which includes: the formation of real estate identifiers of settlements; construction of quasimetric models of transition from identifiers to indicators of the level of information support for the use of real estate of multi-purpose cadaster; formation of a system of indicators of the level of information support; determination of local and generalizing indicators of the level of information support for the use of real estate of the multi-purpose cadaster; construction of an integrated model of the level of information support for the use of real estate multi-purpose cadaster; determination of weights using the method of analysis of hierarchies; determination of the integrated indicator of the level of information support; interpretation of the obtained results The results of checking the reliability of models for assessing the level of information support are presented.
Developed methodological provisions for thematic identification of real estate in the modern multi-purpose cadastre, which ensure protection of owners rights, reliability of information, control over compliance with legislation and regulations, increase trust of ad valorem taxpayers in the real estate valuation system, are provided opportunities for targeted measures stimulation or imposition of sanctions in accordance with the adopted state, regional, local real estate management policy, ensure real-time access to relevant technical, economic, legal information about real estate.
It is established that increasing the level of information support by more than 2 times will lead to a high level of values of the integrated indicator based on the application of technological, technical, economic, legal measures, taking into account the interests of different stakeholder groups and the level of spatial support.
