Essay

The work covers theoretical comprehension and sets forth the practical implementation of scientific-applied approach for the issues of improved urban monitoring effectiveness of territories of settlements. The geoinformation monitoring methodology is to be implemented for scientific-applied approach solving the issues of sustainable development of territories and their following complex management when established within integrating method of multisource data feed, conceptualization, assessing and evaluation of the depreciation of a territory under monitor using the geoinformation systems with embedded geospatial data and directory. The author developed comprehensive ontological model of geoinformation urban monitoring of territories of settlements and indicated the goals, the objectives, the objects and the subjects of monitoring, its types, methods, schedule and results, as well as the data and the directory basis. The introduced conceptual model of geoinformation urban planning and monitoring of settlements territories outlines the system structure and its functions, the ways for its implementation as well as the sites, the input and output data, the interrelation between the structure components. The methodological basis of geoinformation urban planning and monitoring of territories of settlements developed as a part of sustainable development concept, conceptual model of monitoring and scientific approaches as the statement basis for principles and methods of monitoring processes. The components identified for the reference concept of interoperability of geoinformation urban planning monitoring of settlements including the structure, the technical and the semantic levels. The monitoring information resources classified according to the duration of relevance and content is proposed. A concept of the geospatial database of geoinformation urban planning monitoring of settlements developed, comprising geospatial data blocks. Introducing the concept of sample database with standardized measurements of the territories under monitor simplifies the procedures of coordination from relevant authorities in terms of technical and economic indicators in the documents. An experimental approbation of the introduced geoinformation concept made on the city of Kyiv as example, assessing the scale of a rural settlement as a comprehensive indicator for sustainable development of a territory based on the pedestrian accessibility to the central points of public transport routes and facilities as well as to the three types of green areas.
