Kononovych V. Mechanisms of state regulation of physical education in higher education establishments.

Object of research: state regulation of physical education. The thesis objective is to substantiate the theoretical foundations and develop practical recommendations for improving the mechanisms of state regulation of physical education in higher education establishments. Methods: analytical, systemic, comparative and comparative-historical, prognostic, generalization, statistical, sociological, analytical-synthetic; formally-logical; legal and regulatory analysis. Results: the scientific task of development of theoretical bases and substantiation of scientific and applied recommendations on improvement of mechanisms of physical education in institutions of higher education is solved. Novelty: a set of mechanisms for state regulation of physical education in higher education establishments have been substantiated and proposed, taking into account systemic criteria, methodologies for improving the level of physical culture and education as a holistic system and key areas for improving state regulation of this sphere through the principles of socialization and target interaction of pedagogical and student teams has been proposed, facilitation of conditions of students’ educational and social activity, which is the basis for determining the content and specifics of the problem of using physical culture as a means of social activity has been defined; improved: methodical bases and directions of the physical training purposes formation on the basis of the comparative analysis of foreign and domestic theories of state regulation and set of functions of social and economic Ukrainian policy in the conditions of diversification of regulating action of the state on social and economic processes, organizational and economic mechanism of state regulation of physical education through strengthening the structure specialized training based on the attraction of new economic sources of target budget funds to address the priority tasks of the development of physical culture and education in higher education establishments; further developed: substantiation of the definition “state regulation of physical education development” based on the structuring of the conceptual apparatus and the system of basic criteria for classification of subjects of physical culture and educational activities, which allows to systematize its diversity and to use as a reference concept the effectiveness of physical education in higher education; formation of the content and functions of the social mechanism of state regulation through the peculiarities of planning and conducting comprehensive educational classes on students’ physical education taking into account the peculiarities and difficulties of social adaptation, determined by the diversity of individual trajectories of youth’s personal and professional choice on the one hand and the lack of practical experience in solving independent problems of individual, reflection, design and professional nature on the other. Implemented into the activities of: Department of Youth and Sports of Kharkiv Regional State Administration, Department of Physical Culture and Sports of the Department of Family, Youth and Sports of Kharkiv City Council of Kharkiv region. Scientific provisions and results of the thesis have been used in the work of Department of Physical Training of the National University of Civil Defence of Ukraine. Areas of use: public administration, local authorities and self-government.
