The dissertation substantiates the theoretical and methodological principles of formation and implementation of public policy in a pandemic, reveals its conditions, factors and tools to influence the relevant processes that guarantee the sustainability of society. The understanding of public policy in the conditions of a pandemic as a complex of actions which have a target orientation on the decision of problem situations in vital activity of a society is offered. A new context for the functional purpose of public policy in the context of a pandemic has been developed. The pandemic is studied as a factor of deconstruction of public policy of the modern state in the context of modern research approaches, which actualizes the public policies of nation states in the direction of developing an appropriate register of tools to counter it. The contradiction between world and narrowly utilitarian national interests in overcoming the pandemic is shown, it is revealed that the pandemic affects and will affect not only the deconstruction of public policy of nation states, but in general it has all the prerequisites to change the civilizational vector of their development. Peculiarities of public policy implementation in the conditions of modern pandemic development are revealed: change of traditional value system of world functioning. A "new generalized indicator - self-sufficiency of public policy institutions" has been developed, on the basis of which their possibility and constructiveness in counteracting the risks of a pandemic are determined. The sphere of health care is characterized as an institutional and instrumental means of influencing the pandemic containment, on the basis of which its new strategic and functional purpose in counteracting the pandemic is formulated. The structural and functional purpose of the health care sector as an institutional and instrumental means of blocking the spread of the pandemic is revealed, the parameters of the effectiveness of the response of national health care systems to the challenges of the pandemic are systematized. An algorithm for identifying the effectiveness of health care as an institutional and instrumental means of influencing the containment of the pandemic on the relevant indicators of its functioning and a list of measures to ensure the sustainability effect for the functioning of health care in a pandemic. The anti-crisis toolkit of public policy of Ukraine in the context of overcoming the negative consequences of the pandemic is described, the public-private partnership is shown as an optimization toolkit of counteracting the pandemic in the field of health care of Ukraine. Public-private partnership has been identified as an optimization tool for counteracting the negative factor of the pandemic for the implementation of infrastructure projects that would serve to localize the processes of pandemic and postpandemic. A number of investment and infrastructure projects have been systematized, which have demonstrated their effectiveness in sustainable development countries, which should be implemented in the domestic practice of public-private partnership in a pandemic.
