Kucheriavyi A. Budget system of Ukraine in the conditions of economic transformations

Сomparative analysis of the results of modeling and determining the dominants of budget support. This will focus on the main mechanisms and tools of regulation and predictive values of dominants, and, unlike the currently known, combines modeling based on cognitive map and comparative analysis, which will create opportunities for variability (variability) of their use. The approaches to the implementation of budget planning in Ukraine are systematized, namely: adaptation of the approach to the peculiarities of the national political context, as there is no single model of efficiency budgeting; formation of clear goals of reforms for all participants of the budget process; integration of budget planning on the basis of efficiency indicators in separate spheres, with avoidance of the national systems which closely connect results of work with distribution of resources; development of reforms taking into account the final consumer; involvement of key stakeholders in the development of reforms; development and use of different types of information on the effectiveness of the budget process; formation of a system for evaluating information on the effectiveness of the budget process; the existence of mechanisms to stimulate the motivation of civil servants and politicians.
