Building a Ukrainian state according to modern European standards requires state structures to create conditions for full-scale participation of young people in public life. There are substantiates in the dissertation the subjectivity of youth organizations in the process of formation and implementation of state policy. The essential characteristics and content of the basic concepts «youth», «youth public organization», «youth movement» are specified. Peculiarities of formation and influence of external factors on the formation of the system of youth organizations in Ukraine are studied. The normative-legal bases of activity of youth organizations in the process of formation and realization of the state policy from positions of their sufficiency and conformity to new requirements are analyzed, and also ways of development of the legislative base concerning youth policy are offered. The nature of the relations of youth organizations with other institutions of civil society is clarified and the available tools for influencing the authorities and the possibilities of their use are determined. The practical aspects of building partnership cooperation between the authorities and youth organizations in Ukraine are considered. The ways to increase the effectiveness of youth organizations as subjects of state policy are identified and substantiated. It is proved that the subjectivity of youth organizations in the process of formation and implementation of state policy in Ukraine is possible under the conditions of establishing partnership with public authorities, as well as their activation to use their potential resources and develop institutional capacity. For the first time in the ukrainian science of public administration, the concept of «youth organization» is presented as a complex system, the main elements of which are young people, which has its own internal structure with appropriate relationships, acts as an independent element of more complex systems and interacts with the external environment. Under the «subjectivity of youth organizations» it is proposed to see the ability due to subjective and objective factors to use their own resources in cooperation with other civil society institutions and authorities to participate in the process of policy development to meet the needs of different segments of the population. not exclusively young people; and also the periodization of the modern period of development of youth organizations in Ukraine is offered. The concept of «public financial support» were interpreted through the introduction of financial and economic terms to define various types of such support for youth organizations by the authorities, including «subsidy», «subvention», «grant», «benefits», «incentives» and are already researched resource provision of youth organizations and identified possible ways to replenish and exchange them, in particular with other civil society institutions and authorities.
