SYTIUK A. Development and implementation of state programs for modernization of housing and communal services of Ukraine

The dissertation is devoted to the study of scientific and theoretical principles and the development of practical recommendations aimed at improving the mechanisms of development and implementation of state programs for modernization of housing and communal services. The dissertation reveals the essence of the program approach in the modernization of housing and communal services. The evolution of the financial mechanism of development of housing and communal services has been investigated. The function of the state as the sole investor in the housing sector has been transformed mainly into organizational, coordinating, stimulating and controlling functions. New participants of the financial mechanism have appeared: private investors in the industry, foreign financial and credit institutions, development partners, housing and communal services have moved to the sphere of competence of municipalities. The peculiarities of the international experience of application of mechanisms for development and realization of the state programs of modernization of housing and communal services have been generalized and possibilities of its implementation in Ukraine have been substantiated. Based on examples of the Baltic countries, Poland, Germany, France and the United States of America it has been established that most countries, regardless of the level of socio-economic development, have used a programmatic approach to the modernization of housing and communal services. The implementation of state programs takes place, mostly through a specially created state institution (structure, company), which is entrusted with the functions of promoting housing reform. The peculiarities of the formation of investment programs for the development of housing and communal services are revealed, which consist in the development of investment programs by the enterprises of the branch together with the local self-government bodies. Investment programs are formed on the basis of schemes of water supply and sewerage and heat supply of settlements of Ukraine, municipal energy plans. Investment programs are the basis for further creation of regional programs of municipal thermal energy and water supply and sewerage modernization. It has been established that the investment program is a long-term strategic tool of enterprise modernization. Investment program should provide: economic, ecological and social effect. The implementation of investment programs facilitates opportunities to attract investment from international financial institutions and development partners. Scientific and theoretical substantiation of introduction of modernization programming of housing and communal services on the basis of the financial mechanism corresponding to principles of market economy and energy and resource efficiency in management of housing and communal services objects and buildings according to the European obligations of Ukraine has been carried out. Improved of mechanisms for the implementation of the state support program for the modernization of housing, which is carried out through the Energy Efficiency Fund through the introduction of digitalization of its functioning in the launch of the Unified State Electronic System in the field of construction. The system of the targets management in the program-target approach for the complex modernization of housing and communal services on the basis of development and realization of the state, regional and local strategies and programs for modernization of housing and communal services within achievement of the national energy efficiency targets has been offered. Has been acquired further development the mechanism of application of the Schuhart-Deming cycle for forming and realization of the state programs of modernization of housing and communal services for the purpose of maintenance of continuity and high efficiency of the program approach at all levels of management.
