In the specified dissertation, the legal regulation of public administration in the outlined chronological historical and legal framework is comprehensively considered. The formation and development of organizational and legal principles of public administration in the Ukrainian territories comprehensively described. The specifics of theoretical and legal bases of ensuring the efficiency of public administration are determined. It stated that state administration under the monarchical form of government, which was inherent in the Ukrainian lands, was ensured through the adoption of administrative and police decisions, which were characterized by a pronounced protective and traditionalist character, strengthening the feudal foundations, inadequately reflecting the objective needs of state and public life, creating the preconditions for further lagging behind the state and alienating Ukrainian society from Western European ideas and concepts in the field of democratization of public administration.
