Zabolotniy A. Legal regulation of professional activity in the field of civil service: public administration aspect

The dissertation solves the task in the scientific field of public administration, substantiates the theoretical foundations and develops recommendations for improving the legal regulation of professional activity in the field of civil service in Ukraine. The achievements of domestic and foreign scientists are generalized, the legislation of Ukraine on entry, passage and termination of civil service is analyzed in order to determine the state of development of this issue, the historical preconditions and sources of regulation of professional activity in civil service in Ukraine are studied. It is proved that in the scientific literature there are no comparative studies devoted to a comprehensive study of the experience of problems of regulation of professional activity in the field of civil service in the context of public administration reform. It is investigated that historiographical consideration of this issue is aimed at the following blocks of scientific problems: 1) civil service in the context of various theoretical and methodological approaches; 2) civil service in the context of modernization processes; 3) regulation of professional activity of civil servants as elements of the civil service system. The essential characteristics and content of the basic concepts "professional activity of civil servants", "system of regulation of professional activity of civil servants" are specified. Perspective directions of development of the institute of public (civil) service in Ukraine are determined. The differences of normative-legal regulation on civil service issues in different historical periods are considered and analyzed and the circumstances that influence the formation of policy in the respective sphere are singled out.
