The analysis of scientific works, normative-legal acts on the problem of state regulation of business activity is determined. Theoretical and methodical developments of scientists are devoted mainly to certain aspects of this problem.
The essence and terminological characteristics of the concept of "state regulation in the field of entrepreneurial activity" are revealed. The content of the concept of "mechanisms of state regulation in the field of entrepreneurial activity" is expanded.
It is substantiated that the subjects of state regulation of business development in the narrow sense should be recognized as executive bodies and civil society institutions, which are beginning to form under the influence of socio-political processes and should form a fundamentally new form of public-private regulation of business. The objects of such regulation are social relations that arise in the process of regulatory influence of the state on the components of this system. It is revealed that the process of formation of rational structure of state regulation in the sphere of business activity presupposes coordination of actions of central authorities, local self-government bodies, institutions, organizations, foundations, associations, business.
The structural-functional model of state regulation in the sphere of business activity of Ukraine as a model of operative reaction of the state to dynamics of changes in social and economic and social and political spheres, to inquiries of a society and changes in the leading European countries is constructed. The model integrates the content, structural and technological components of state regulation in the field of entrepreneurship, allows to form an information environment and forecast the creation and development of institutions for regulatory, financial, economic, resource and scientific and methodological support of business development.
It is proposed to create a National Agency for Entrepreneurship Development in Ukraine in order to differentiate between public authorities and those responsible for the formation of public policy and those who exercise systematic control over its implementation.
Proposals for improving the mechanisms of state regulation in the field of business: organizational, regulatory, resource, financial and economic, information, institutional mechanisms of state regulation in the field of business.
Based on the main scientific results of the dissertation research, domestic and European experience of state regulation in the field of entrepreneurial activity, priority areas for improving state regulation of this area in Ukraine at the state, regional and institutional levels have been identified.
