Korobenko R. Formation of Economic Potential of Rural Areas

The dissertation is devoted to the grounding of theoretical and methodological aspects and to the development and provision of practical recommendations for the effective formation of the economic potential of rural areas. The content of the concepts "rural areas" and "economic potential of rural areas" as management categories is specified; the structure of economic potential of rural areas is offered; methodical bases of its estimation are developed. The level of development of economic potential of rural areas is analyzed and the problems of its formation and realization are determined. On the basis of generalization and analytical calculation by the method of the sum of places and with the use of weights, rural areas are ranked and clustered. The impact of budget processes is estimated decentralization to the formation of economic potential. The strategic priorities of the state policy in the field of formation of economic potential of rural territories are determined and the directions of improvement of mechanisms of realization of powers of local self-government bodies are substantiated. The system of investment and innovation development of economic potential of rural areas and measures to increase the efficiency of state regulation are proposed.
