Korbecjkyj M. Implementation of the mechanism of public-private partnership in the field of housing development in Ukraine in the context of world experience

In the dissertation, theoretical and applied bases of the implementation the mechanism of public-private partnership in the field of housing development in Ukraine in the context of world experience are investigated. Because of the analysis of the basic scientific-theoretical and practical approaches to basic concepts and basics of public-private partnership the essence of this category as a tool of realization of social obligations of the government in the sphere of housing developmentis specified. The author substantiates the scientific expediency of interpretation of the concept of "public-private partnership" as a combination of a certain set of stable characteristics, due to which one or another form of economic cooperation between the government and the private sector can be identified as a PPP. The thesis defines and classifies the optimal models of public-private partnership to be used in the sphere of housing development, which are differentiated by the following basic criteria: the main focus (goal) of education and implementation of PPP projects; the distribution of responsibilities of partners on investment obligations; the level of risk acceptance by partners; types of contracts; duration of the project (duration of the contract). The peculiarities of the world experience of governmental support and regulation of PPP mechanism in the sphere of housing development are revealed. The author proves that the governmental support for the development of public-private partnership in the field of housing development in foreign countries is aimed primarily at creating favorable conditions for the development of the necessary conceptual, expert and political support for PPP projects. The specifics of formation of the institutional environment on development of the public-private partnership in the countries with developed PPP market are analyzed. It is established that the governmental support of PPP in such countries is no longer based on the branch approach, but is an integral component of the public policy on long-term planning of the infrastructural branches of economy development as an integral complex.
