Essay

The dissertation is devoted to the solution of the actual task – deepening of theoretical bases of methodical and economic and organizational maintenance of governing of greening of activity of the enterprises of a defence-industrial complex of Ukraine. The analysis of the existing economic and ecological problems of military formations` functioning as well as the enterprises of the defence industry of Ukraine is carried out. It is shown that all components of the domestic military-industrial complex have an extremely negative impact on the environment, having a mechanical, chemical, and biotic impact on nature. The dissertation proposes the content of the process of complex greening for all components of the domestic military-industrial complex as a continuous purposeful process of implementation of fundamentally new technical, technological, economic, organizational, informational and other solutions that will achieve the maximum possible balance between military, economic and environmental goals, preservation of ecosystems and create conditions for their self-restoration, significantly increase the efficiency of all resources and increase the quality of products and services while significantly reducing the negative impact on the environment, which will meet NATO standards, avoid environmental threats, increase the competitiveness of Ukrainian military products servicemen and employees of defence enterprises and together will systematically ensure environmentally-oriented development of all components of the domestic military-industrial complex. Theoretical bases of the scientific approach to the essence of the category "military-industrial complex" and the approach to the characteristic of its components are generalized. It is substantiated that the domestic military-industrial complex of Ukraine is a complex system, which includes the Armed Forces of Ukraine, other military formations, research organizations and defence companies, which are having a significant negative impact on the environment. It is substantiated that the issue of greening of defence enterprises cannot be solved separately from other components of the domestic military-industrial complex. The peculiarities of the impact on the environment by the enterprises of the defence industry, the Armed Forces of Ukraine and other military formations are demonstrated, the strategic vectors of their greening are determined. It is proved that the current state of development of the Armed Forces of Ukraine and organizations and enterprises of the defence industry is characterized by insufficient economic and environmental sustainability and needs to be modernized on the basis of world experience in greening the military sphere and NATO environmental standards. The organizational structure of governing of processes of greening of components of a military-industrial complex of Ukraine and organizational structure of ecological service of the defence enterprises is offered. The methodical approach to formation of administrative and economic tools of the mechanism of maintenance of processes of greening of military-industrial complex components is recommended. It is substantiated that the problem of effective functioning of the organizational and economic mechanism of greening of components of a military-industrial complex can be reached both administratively (by direct influence) economic levers and tools (methods of indirect influence). The mechanisms for stimulating environmental measures will be different for different actors. Methods of making scientifically sound decisions by environmental engineers of defence enterprises are proposed, which take into account the requirements of greening at the most important stages of the life cycle of armaments and military equipment – at the stage of their development and design, stage of production and modernization, stage of maintenance and repair.
