Research object: social networks as a tool of public management. The purpose of substantiating the theoretical foundations and developing practical measures regarding the use of social networks in the activities of public authorities in Ukraine. Methods: generalization, classifications. analysis and synthesis, systematization, sociological survey, modeling. Results: a specific scientific and applied task was solved, which consists in substantiating theoretical provisions and developing practical recommendations regarding the use of social networks in the activities of public authorities. Novelty: a model of the use of social networks in the activities of public authorities is proposed, which is based on the concept of "Government 2.0" and involves the use of three complementary technologies, in particular, "Participation 2.0" (participation technology), "Collaboration 2.0" (information exchange technology) and Transparency 2.0 (openness technology), which will improve online interaction between public authorities and citizens; the definition of social networks in the public sector, which are represented as a tool for the implementation of public policy, a platform for information, communication and social technologies, has been improved; theoretical principles of using social networks in the public sector, in particular, it is proposed to be based on the concept of "Government 2.0"; in the dissertation study, the following factors were further developed: the factors of using social networks in the public sector, which include social, economic, technological, and biological factors; substantiating the generalization of foreign experience regarding the use of social networks by public authorities; identifying the peculiarities of the evolution of legal support for the use of social networks by public authorities in Ukraine; elucidation of the main factors of the development of the use of social networks in the public sector (political, normative and legal, material and technical, organizational).
