Essay

The Thesis identifies the peculiarities and discloses the essence of implementing administrative activities to ensure road safety in Ukraine by the bodies and units of the National Police through a comprehensive analysis of domestic legal acts with a view to establishing its legislative authority in this area, statistical and written reports, other data on the current status of their implementation in law and the best experience of developed countries in order to identify the methods and vectors of introducing systematization in the issue of adopting State policy on increasing the level of road safety in Ukraine. It has been proven that the establishment of rules of safe behavior, control and monitoring their implementation through security activities are the necessary conditions to establish an environment of safety in transport processes at the admissible level. Minimization of risks, threats and challenges for the socio-economic values of a person, society and the State as a whole in the field of road traffic is also an integral part of this process. It has been clarified that the process of ensuring road safety is the main task of the patrol police, but its implementation should not be limited to the activities of this unit of the National Police. This is a complex system, smooth operation of which requires coherence among all its constituent parts. However, it is definitely the National Police that is the key subject in the mechanism of implementation of the security function of the State, because it is the body of executive branch that serves the society and ensures the protection of human rights and freedoms, combats crime, and maintains public safety and order. It has been proven that the transition to a new road safety paradigm – from increasing the level of road safety to a safe system and zero deaths – involves the improvement of its regulatory framework in Ukraine in the following promising directions: 1) organizational obligations – full support from the executive branch of the National Police when implementing or initiating road safety programs; 2) change of priorities – strategic planning as the method of determining goals and methods of activity, intended to predict future changes and implement strategies to solve problems in the area of road safety system management; 3) cooperation and coordination – development of partnership between the actors of the road safety management system on the basis of mutual assistance and exchange of technological and technical capabilities; 4) unity of the subjects to obligations – development and adoption of the Concept of joint protection of public order and security; 5) relationship with the scientific environment – systematic implementation of researches in the area of road safety.
