The dissertation is devoted to developing a complex of strategic guidelines for balanced regional development of the tourism industry and the resort and recreation sphere.
The thesis deepens the terminological apparatus for researching the essence of the potential of the tourism industry and the resort-recreational sphere of a separate territory, which is characterized as a set of available opportunities and resources (natural, human, informational, infrastructural, etc.) of this territory, which can be directed to the development of the tourism-recreational business and obtaining a certain resulting value in the form of a socio-economic effect, income or profit. The balanced regional development of tourism and the resort-recreation sphere is proposed to be characterized by such types of interaction between man and nature and people among themselves on the territory of the region, which aims to satisfy the needs of restoring the physical and mental strength of representatives of the present and future generations due to the production and consumption of tourist recreational services are based on the careful use and restoration of environmental resources, support of socio-cultural historically built values of individual territories and their inhabitants. The temporal sign of balanced development is long-term, aimed at protecting the opportunities for full-fledged harmonious development for future generations.
In the research process, scientific-methodical and applied approaches to the formation of a strategy for the balanced development of the tourism and recreation industry in the regions are proposed, which, unlike the current ones, update the structural stages of strategy construction (development of the mission, clarification of strategic goals, design of a strategic development model, formation of a general development strategy industry, development of supply strategies, strategic planning and monitoring), determine the essence and order of actions in the process of its formation and assessment, mechanisms of coordination with essential strategic documents of the regional and national level, the existing potential and forecasts of the development of socio-economic systems, the implementation of which will contribute to the integration and mobilization of all components of the regional resource and economic potential on the basis of synergy, development and formation of sustainable internal and external competitive advantages.
