Essay

Object of research: implementation of public-private partnership. Purpose: substantiation of theoretical and methodological principles, development of scientific and practical recommendations for improving the mechanisms of implementation of public-private partnership in construction. Methods: synthesis, analysis, scientific abstraction; comparative and statistical analysis, logical generalization and grouping; system-structural analysis; structural decomposition; economic and mathematical modeling; configurations, correlational, regression and discriminant analysis. Results: the important scientific task of substantiating the theoretical and methodological foundations, development of scientific and practical recommendations on the mechanisms of implementation of public-private partnership in construction was solved. Novelty: for the first time, a model of implementation of public-private partnership in construction was developed, which, unlike the previously existing model, is based on the following elements: legality; efficiency; priorities; transparency; mutually beneficial symbiosis; remoteness, which will ensure the reduction of project risks, the involvement of new technologies in the development of infrastructure, additional tools for the implementation of projects, the increase of returns and the efficiency of the operation of infrastructure facilities; improved: the paradigm of implementation of public-private partnership, which, unlike the current one, is based on an innovative socially oriented type of development of cooperation; the organizational and institutional mechanism for implementing public-private partnership in construction, which, unlike the previously existing one, is based on the alliance of the state and business; the mechanism for the development of the cluster model of public-private partnership in construction, which, in contrast to the previously existing ones, is implemented under the conditions of the creation of production clusters under the conditions of innovation, technology, and territoriality; received further development: directions of implementation of public-private partnership in construction by synthesis of elements: economic; political; administrative; innovative; an approach to assessing the effectiveness of the implementation of public-private partnerships in construction, which, unlike previously existing ones, is based on the optimization process, the criteria of which are the parity of participation of partners; strategic directions for the development of public-private partnership in construction due to the synthesis of the participation of the territorial community, local authorities, the state, business, education, due to the transfer of technologies. Implemented in the activities of: the Committee on Tax and Customs Policy of the Verkhovna Rada of Ukraine; Kyiv Regional Council. Fields of use: state authorities, enterprises, public organizations.
