DIACHKOV O. Management of the economic security of the national economy under the threat of military invasion

The dissertation provides a new solution to the scientific problem of managing the economic security of the national economy in the conditions of threats of military invasion and wartime by substantiating theoretical and methodological principles and providing practical recommendations for the formation and implementation of a strategy for ensuring the economic and military security of the state, which should be implemented on the basis of a long-term and preventive nature during the entire period of its operation (in the periods before, during and after hostilities), aimed at increasing the efficiency of the functioning of the economy and defense potential, the continuous preservation of national sovereignty and territorial integrity, the protection of individuals and society from external and internal challenges, risks and threats, by: innovative orientation of the economy; formation of a complete system of economic and institutional measures aimed at a comprehensive impact on the economy, defense and industrial potential; satisfaction of military and economic needs at the level of rational defense sufficiency with constant revision in view of challenges and threats based on the use of the economic potential of the state and the possibilities of the country’s military and economic cooperation with other states; creation of a stable management system in the military organization of the state; identification, assessment and monitoring of existing and potential challenges, risks and threats; preparation for civil defense and emergency situations; development and implementation of measures to minimize the consequences of risks and threats. An algorithm for the step-by-step implementation of the system management of economic and military security has been determined, which includes: analysis of the management situation; definition (clarification) of the list of national interests in the economic and defense spheres; determination of a set of problems related to the need to realize national interests in the economic and defense spheres; determination of national goals aimed at solving the specified problems; development and adoption of management decisions aimed at achieving certain national goals; the practical implementation of a set of interdependent and mutually determined management influences on the object of management for the purpose of forecasting, timely detection, prevention and neutralization of threats to the sustainable development of man, society and the state in the economic and defense spheres; constant monitoring of the state of the object of management, challenges and threats to its functioning in order to identify a new problematic situation. The procedure for making decisions regarding the elimination or reduction of the consequences of threats, the economic provision of economic and military security has been improved: the formulation of the goal of assessing the level of economic and military security; formulation of the information base; analysis and evaluation of economic and military security and its components; integrated assessment and profiling of threats to economic and military security; decision-making and development of measures to eliminate or reduce the consequences of threats to economic and military security. The requirements for the emergency risk management system in the conditions of military and/or state of emergency are formulated and substantiated: determination of risk levels and mechanisms of state security regulation; risk analysis and emergency forecasting; decision-making regarding the expediency of protective measures; allocation of funds for preventive and restorative measures to reduce the scale of emergency situations; implementation of preventive measures, emergency rescue and other works.
