Kolisnyk S. Mechanisms of state regulation of the development of the oil refining complex in Ukraine

The dissertation is devoted to the substantiation of theoretical provisions and practical recommendations regarding the improvement of mechanisms of state regulation of the development of the oil refining complex in Ukraine. The expediency of using the cluster theory for state regulation of the oil refining complex is substantiated. The essence has been specified and the main mechanisms of state influence on the development of the oil refining complex have been revealed. Based on the results of the analysis of foreign experience, modern regulatory trends have been identified that are expedient to apply for the development of the oil refining complex of Ukraine, including: differentiation and decentralization of the taxation system, the formation of financial funds to ensure the implementation of sustainable development projects in the territories where production facilities are located, state support and stimulation of small and medium-sized enterprises for their interaction with large oil refining companies. The key requirements for ensuring effective state regulation of the development of the oil refining complex of Ukraine are characterized. Based on the situational approach, its effective regulatory means and levers are highlighted. The main regulatory risks of the development of the oil refining complex have been specified. The parameters of the sustainable development of the oil refining complex as an object of state regulation were systematized and their content was clarified in the context of the interdependence of its components. An analysis of the strategic and legal provision of state regulation of the development of the oil refining complex of Ukraine in the context of European integration processes was carried out. A conceptual model of strategic management of the development of the oil refining complex has been developed, which is focused on the formation of effective mechanisms for stimulating the modernization of oil refining production, deepening the processing of raw materials, and the production of products with a greater share of added value. It is proposed to improve the organizational and economic mechanism of the state regulation of the development of the oil refining complex on the basis of the sectoral and territorial approach, taking into account the interests of the main stakeholders. A conceptual model for the implementation of the public-private partnership mechanism for the development of the oil refining complex has been developed, which is based on the principles of optimal distribution of risks, duties and responsibilities, flexible tax and customs regulation, and the formation of favorable investment conditions.
