The object of research: regulation of the sphere of health care. Purpose: substantiating the theoretical foundations and developing practical recommendations for improving the mechanisms of state regulation of the health care sector. Methods: synthesis, analysis, scientific abstraction, system-structural analysis; structural decomposition, economic-mathematical modeling, configurations, correlation, regression, discriminant analysis. Results: an important scientific task was solved, which consists in substantiating the theoretical and methodological foundations, developing scientific and practical recommendations regarding the mechanisms of state regulation of the development of the health care sector in Ukraine. Novelty: for the first time, a comprehensive approach to the state regulation of health care development, at the expense of ensuring public health, is substantiated, which, unlike the previously existing one, is based on the introduced: state-public management system; the social program of state guarantees in the field of health care; medical care quality management systems; improved: methodical approaches to state regulation of health care development based on human-centered orientation; ways of forming a state strategy for the development of the health care sector based on the implementation of liberal principles; an approach to improving the state policy of health insurance development based on tripartism; a paradigm of state regulation of the development of the health care sector based on a value-based approach (Value-Based Healthcare), which will provide a personalized approach in the field of health care; organizational and economic mechanism of health care development in conditions of decentralization; program-targeted approach to the development of the health care sector; received further development: systematization of the mechanisms of state regulation of the health care sphere, as a system of interaction of socio-economic and medical measures; scenario modeling of the development of the health care sector during the pandemic. Implemented in the activities of: the Committee on National Health, Medical Aid and Medical Insurance of the Verkhovna Rada of Ukraine; Ministry of Health of Ukraine; Ukrainian National Committee of the International Chamber of Commerce, National University of Civil Defense of Ukraine. Fields of use: state administration bodies, enterprises, public organizations.
