Essay

The thesis explores the theoretical and methodological foundations of public management in ensuring information security in society under threats to mental health, influenced by destabilizing factors. The current information threats to information security highlighted by their systematization, helping to understand the breadth and depth of disruptions to mental health and enabling the development of effective strategies and measures to prevent and manage citizens’ protection from negative consequences. The influence of military-political, economic, social, and sanitary-epidemiological information content in Ukraine on individuals studied, as well as the attitudes and personal reactions of citizens to the information environment in which they exist established. An assessment of the quality of obtained information and the demand for it conducted. A model for ensuring societal mental health developed, allowing understanding the causes of imbalance and the formulation of corresponding management strategies. This model helps to balance the system and reduce risks of imbalance. According to the author’s definition of the concept of “mental health”. Organizational and institutional measures, as well as practical recommendations substantiated to enhance the system of ensuring information security of society under threats to mental health, influenced by destabilizing factors. These measures include improvements to legislation in the field of information security, implementation of modern risk management methods for information security, collaboration with international organizations and countries in the realm of information security for exchanging experiences, creating joint strategies, and countering cyber threats, development of a qualified workforce in the field of information security, and the creation of strategies and policies aimed at preserving and supporting the mental health of the population amidst informational instability. The developed project “Program for the Creation of Centers for Medical-Psychological Clinical Rehabilitation and Habilitation Assistance” presented, serving as the theoretical foundation for the development of public policies regarding the organization of rehabilitation assistance to individuals who have suffered damage to their mental health due to the influence of destabilizing factors.
