Chub S. Mechanisms of public-management decision-making in the field of national security in modern Ukraine.

The mechanisms of national security management in modern Ukraine are studied, with an emphasis on their strategic importance and impact on the stability of society. The role of state-management decisions in ensuring the effectiveness of decision-making and implementation mechanisms is analyzed. The key aspects of state management mechanisms in crisis conditions, including political, legal, organizational and structural and functional elements, are considered in detail. The necessity of updating the regulatory and legal regulation of national security, especially in the conditions of martial law, has been identified. Emphasis is placed on the importance of implementing the law "On cyber warfare" to improve countermeasures against cyber threats in Ukraine, as well as a set of laws to strengthen national security in the face of a full-scale conflict. Special attention was paid to the mechanisms of managing crisis communications and countering information attacks, including recommendations on creating a crisis communications center, monitoring media and social networks, protecting important information, and cooperating with international partners. The analysis of international regulatory and legal means of countering hybrid threats, in particular in the context of the aggression of the Russian Federation against Ukraine, revealed aspects for implementation in the Ukrainian experience. It is emphasized that the Ukrainian experience in the field of national security is advanced, but it can take into account additional operational mechanisms of countermeasures, which are used in the EU and the USA. A model of countermeasures against disinformation has been developed to preserve Ukraine's national security, and significant attention has been paid to improving citizens' media literacy and developing international cooperation. An important aspect is the creation of effective communication strategies aimed at countering disinformation, using modern technologies and methods of data analysis. A number of measures have been proposed to involve the public and experts in the process of identifying and countering disinformation, including the organization of educational campaigns, conducting trainings and developing educational materials. The key tools of the European security system, which can be applied in the national stability strategy of Ukraine, cover a wide range of areas. European integration involves the convergence of Ukrainian legislation with the standards of the European Union, which will contribute to the improvement of the legal field and strengthening of democratic institutions. Joint countering of hybrid threats involves coordinating efforts with the EU and other international partners to effectively respond to hybrid attacks, including cyber attacks and propaganda.
