Amro T. The influence of communication technologies on the effectiveness of public administration in Ukraine under martial law

The dissertation is devoted to substantiation of theoretical and methodological foundations of the influence of communicative technologies on the effectiveness of public administration in Ukraine during the hybrid Russo-Ukrainian war (since 2014) and the state of war (since 2022). This research for the first time substantiates the definition of opportunities and obstacles in order to enhance the communication process and decision-making in crisis situations, while establishing partnership relations between governmental bodies and civil society. The evolution of communicative technologies provides novel possibilities for public administration in times of war, facilitating convenient and swift exchange of information between authorities and the public. The relevance of this research is underscored by the fact that during the period when Ukraine became a subject of external aggression, a meticulous approach to strategic communication is imperative for safeguarding national interests and ensuring national security. Within the context of the modern information space, where the speed of information transmission and dissemination has gained paramount importance, the ability to adequately respond to informational threats and aggression becomes critically vital. Strategic communications in public administration should serve as tools that ensure a suitable level of informational support for national interests. They should provide an appropriate information platform for effective communication with both internal and external information consumers. However, it is important to comprehend that national strategic communications in public administration should not be limited solely to positive propaganda. They must be founded on truthfulness, objectivity, and openness, promoting an understanding of the true state of affairs and actual challenges. It is important to provide citizens with the opportunity to think critically, analyze, and independently form their opinions based on accessible information and make informed decisions. A comprehensive study of communicative technologies and their role in public administration during a state of war has contributed to a novel resolution of the scientific problem – the theoretical and methodological foundation of the conceptual principles of communication activities in public administration during wartime. The main classical communication models have been outlined, demonstrating their advantages for Ukrainian public administration during times of war. The work emphasizes that the period of a state of war requires a high level of professional training and exceptional responsibility from government officials for providing objective and reliable information. Crisis communication in public administration should be directed towards several key areas: managing the perception of information by society, establishing crisis feedback between the government and the population, and collaborating with civil organizations to provide assistance to those who need it most and have been affected the most by the enemy's military actions. The proposed methodology of public administration within the context of the communicative paradigm during a state of war will allow for the use of a wide range of communication methods, techniques, and technologies to improve the modern public administration system. This applies to foreign policy since the dissertation also emphasizes lobbying as a communicative technology influencing the implementation of international policy during wartime. The effectiveness of this lobbying will determine international support for Ukraine in its war against the russian aggressor. The study traces pathways for the intensification of communication formats and channels employed by public administrators with various target groups. This will contribute to effective interactions with diverse target groups and enhance trust in public administration, which is crucial during times of warfare. The main methodological principles include, first of all, the analysis of information needs and information risks. This allows you to understand what information is most important and elevant during the period of martial law (about evacuation or aid points, placement of humanitarian aid centers, as well as notices about public events, meetings, the question arises whether it is necessary to inform the general public about them, or from this announcement will not be used by the enemy to launch a missile attack).
