The dissertation explores the administrative and legal support of civil-military cooperation in preparing citizens for military service in Ukraine. It delves into the social and legal factors influencing this cooperation and outlines the concept of administrative and legal support for such endeavors. The concept formulates the administrative and legal support of civil-military cooperation in the field of preparation for military service. There is a nuanced understanding of governmental responsibilities in civilian-military preparation, highlighting shifts in civilian responsibility for state defense as a form of activity of civil-military cooperation units. The author improves the understanding of the distribution of power of public authorities in the preparation of civilians for military service. The author formulates the concept of the purpose, object, and subjects of administrative and legal support of civil-military cooperation in the preparation of citizens for military service, and substantiates the existence of fundamental changes in civilian responsibility for the defence of the country. The author proposes a classification of types of administrative and legal support for preparation for military service, which includes administrative and legal support for: a) intellectual; b) psychological; c) physical and physiological; d) informational; and e) motivational readiness. The author presents an understanding of the factors of information readiness of citizens for military service, including the existing level of information (digital literacy), mastery of information hygiene skills, information security, and readiness to learn in military professional careers. Drawing from international experiences, including Switzerland, France, and the USA, the dissertation identifies and describes various models of military preparation and suggests incorporating elements of these models into the Ukrainian context. Proposed amendments to the Ukrainian Constitution and laws aim to enhance the process and content of military service preparation.
