Drozach L. Public Administration of Pension Provision for Military Personnel in Special Periods

This dissertation presents a comprehensive analysis of the pension provision system for military personnel in Ukraine, highlighting the need for reforms that reflect modern challenges and the specificity of military service. The research explores the socio-economic significance of pension provision, its impact on the stability and well-being of military personnel, and recommends modernization strategies, including flexible pension calculation and special social protection programs for veterans. The study incorporates an analysis of international practices in this field, providing insights into the efficiency of foreign pension models for military personnel. It discusses the integration of the best global practices into the Ukrainian system, aiming to enhance its effectiveness and adaptability. The dissertation critically examines legislative aspects governing pension provision for military personnel, proposing necessary amendments to align with current needs and challenges. It addresses special service conditions, such as disability pensions and pensions for families of deceased or missing personnel, highlighting the need for a system that adequately supports military personnel post-service. The author analyses the role of public administration in ensuring dignified living conditions for military personnel after retirement, emphasizing the state's responsibility in this process. Proposed legislative changes include recalculating pensions based on new service years, changes in monetary provision, or health status changes, ensuring fairness and adequacy.
