Essay

Object of research: public regulation of community activities. Purpose: substantiation of theoretical foundations and development of practical recommendations for the formation of effective mechanisms for public regulation of community activities. Methods: hypothetical-deductive, generalizing and comparative, process approach, categorical analysis, ABC analysis, trend analysis, systemic approach, subject-object, descriptive modeling. Results: an important scientific task was solved, regarding the development of theoretical foundations and substantiation of scientific and applied recommendations for the formation of effective mechanisms for public regulation of community activities. Novelty: for the first time, the strategic goals and prospects for the development of the mechanisms of budgetary regulation of the socio-economic development of territorial communities have been substantiated on the basis of the optimization of the financial and economic element and the element of the distribution of powers, which is a complex, interdependent process, the main direction in this aspect should be the accelerated increase of the reproductive potential of municipal communities . with the involvement of the population in entrepreneurial activities, the creation of entrepreneurial zones, corporations and associations; improved: directions of implementation of international experience of public regulation at the local level, based on the systematization of models of organization of community support and development implemented abroad, which determines the diversity of organizational forms of local self-government, research on the experience of reforming territorial organization in states, and methods of encouraging communities in accordance with the existing the level of financial and economic security of local self-government; means of increasing the efficiency of community property regulation mechanisms by identifying the peculiarities of the functioning of formalized mechanisms of the system in real political conditions based on the assessment of effectiveness and directions for their further improvement; received further development: the institutional mechanism for ensuring the development of the financial and economic system of the community through the functional orientation and specific competencies of local self-government, as well as the definition of the rights to exercise the category of local community by communities as the primary subject; ways of the effectiveness of the organization and activity of the representative body of local self-government through the elimination of shortcomings in the existing system of local self-government and the improvement of its structural elements. Implemented by: Shirokiv village council of Zaporizhzhya district of Zaporizhzhya region, Yakymiv village council of Melitopol district of Zaporizhzhya region.
