The dissertation proposes the criminological principles of the National Police of Ukraine activity in preventing criminal offenses with the determination of ways to solve a number of fundamental and praxeological problems in the conditions of real war and the legal regime of martial law. The essence of the socio-legal status of the National Police of Ukraine as a law enforcement body in the system of state bodies fighting crime is revealed. The characteristics of the principles of the activity of the National Police of Ukraine as a subject of the prevention of criminal offenses are given. An analysis and assessment of the current state of preventive police activity is carried out, as well as the normative-legal, organizational-management and information-analytical support for the activity of such law enforcement body in the prevention of criminal offenses is determined, taking into account the conditions of real war and martial law. The place and the role of the National Police of Ukraine in general social prevention of criminal offenses is determined, and the ways of increasing the effectiveness of such subject in the special criminological direction of prevention are also proposed.
It is scientifically proven that the criminological model of a police officer's activity to ensure security is a system of measures aimed at ensuring public safety and order, protecting human rights and freedoms, the interests of society and the state, providing assistance to persons in emergency situations, preventing criminal offenses, and minimizing them by eliminating and neutralization of determinants, as well as through prevention and termination within the limits of the given powers.
The ways of organizing the activities of the National Police of Ukraine as a subject of special criminological prevention of criminal offenses in the areas of organizational, informational, prognostic and scientific support are proposed. In order to improve such activities, the creation of the Office for Prevention of Criminal Offenses in the structure of the National Police of Ukraine with the tasks of: criminal analysis of crime; determination of the main criminological areas of police activity; conducting criminological research; coordination and cooperation of the police on the implementation of prevention measures; organization of international cooperation; analysis and generalization of crime fighting practice is justified.
