Essay

The dissertation is devoted to substantiation of theoretical-methodical and applied bases of management of development of the administrative personnel of the agricultural enterprises. The essential and substantive characteristics of the development of management staff in the system of its management are identified. Theoretical bases of application of means of functional training of administrative personnel in the system of its development are substantiated. Methodical bases of the organization and estimation of efficiency of use of administrative personnel of the enterprise of agro-industrial production are defined. Trends in the development and use of systems and tools for the development of management personnel by the subjects of economic relations. Peculiarities of formation of systems of development of administrative personnel, its functional preparation and transformation of the offer in the market of educational services are outlined. The organizational bases of integration of tools of development of administrative personnel in management of the enterprises of agro-industrial production are identified. The architectonics of the mechanism of management personnel development in the enterprise management system is substantiated. The priority directions of development of managerial staff in modern conditions are determined. Progressive and innovative organizational decisions in the field of tools for the development of management personnel of enterprises have been identified. The conceptual principles of construction and operation of the mechanism of functional training of management personnel integrated into the management system of the enterprise are substantiated. improving the professionalism of management staff, creating conditions for career growth of motivated management staff, as well as monitoring the economic efficiency of these activities and the main activities of the enterprise. Improved methodological principles of organization and evaluation of the effectiveness of functional training in the management of personnel of the enterprise (organization) based on the comparison of formalized tasks of economic development of the enterprise (organization) with the ability of staff to effectively perform their duties with further correction of costs for its development transformation of the specified purposes and tasks of development of the enterprise and management personnel on condition of preservation of organizational integrity, unity and coincidence of economic, motivational and qualification orientations of heads and executors. Theoretical principles of using the tools of management development in the management of the organization, based on its typology with the division into external and internal, preventive, adaptive, active and passive tools to achieve professional growth of managers and specialists, as well as integration of relevant tools into the overall management system based on the implementation of rules and procedures for career management, the formation of systems of motivation and incentives for management staff. The first section identifies the substantive characteristics of the process of development of management personnel in the management system of the enterprise, outlines tools for development of management personnel in the management of the organization. The second section identifies trends in the use of systems and tools for the development of management personnel by economic relations, outlines socio-economic prerequisitesfor training in ensuring the effectiveness of personnel management, and evaluates the effectiveness of integration tools for the development of management staff in the management system of agro-industrial enterprises. The third section substantiates the architecture and architectonics of the mechanism of management personnel development in the enterprise management system, identifies factors and determinants of functional training of management personnel in the management system of agro-industrial organization. implementation of tools for the development of management staff in the management system of agro-industrial enterprises. The practical significance of the results is that the use of developed theoretical and methodological provisions to ensure the effectiveness of personnel management will allow to take a comprehensive approach to improve it, optimize the use of intellectual, social and human capital and thus improve organizational and economic efficiency of personnel management.
