The organizational - legal problems of realization of the competence of a local government. Comprehensive analysis of normative basis, scientific research and practice of municipal authorities activity for determination of concept and contents of the competence of a local government, definition of paths of increase of efficiency of a local government. The research methods: dialectics and system analysis, sociological, relatively-legal, normative-legal, statistical, simulation and forecasting. For the first time at a theoretical level the concept is given, the contents and essence of the competence of a local government is uncovered, the component elements are investigated it, the organizational-legal problems of realization, the category "a problem of local significance " is analyzed. The conclusions that formulated in the thesis, and recommendations can be used for development and realization of the general concept of legal regulation of the competence of a local government.
