In this dissertation are analysed state management processes in the Ukrainian state during the government of the Hetman Pavlo Skoropadsky. Relying upon a wide rangeof sources, the level of the ligimacy of the Hetman's power was defined, his lawful status, the place and role in the system of the organs of state governmant was revealed. The structure and competence of the central and local organs of state government were investigated, and the institution of state service of the Ukraine state was described.
