Processes of the development of the parliamentarism in Ukraine, current situation of the constitutional and legal status of Verhovna Rada (the Supreme Soviet) of Ukraine. To develop propositions as to the improvement of the constitutional and legal status of Verhovna Rada (the Supreme Soviet) of Ukraine and to analyze the history of the parliamentarism in Ukraine, defining its main landmarks and periods. The methods of research are historical and lawful, comparative and lawful, formal logic, structural and functional. The theoretical problems which accompany the development of the parliamentarism in Ukraine are considered in the native science of constitutional law for the first time. This gave an opportunity to define and substantiate structural and functional characteristics of Verhovna Rada (the Supreme Soviet) of Ukraine. Formulated in the thesis conclusions and propositions may be used for the improvement of the constitutional and legal regulations of the organization and activities of Verhovna R ada (the Supreme Soviet) of Ukraine. In the scientific research work, in the academic process. Publishing of a monograph and a text-book is planned. Sphere of its usage is the legislative, scientific and research activity, the academic process.
