Essay

Relying on the first in Ukraine accumulated experience of the analysis of work of Parliament the methods of studying the behaviour of groups of MPs was developed and was aprobated on research of Supreme Rada's workand State Duma in 1994-1996. Alongside with this the author investigates the normative-legal basis of role and plase of political parties in legislative branch of power in Ukraine and Russia (1990-1998) that provided general methodological basis for applied political analisys of activities of fractions in parliament which were being analyzed.
