Essay

The dissertation presents the concept of interrelation between two centers of public power on the local government (self-government) level. It analyses the main stages of development of local government as a system, constitutional basis for the competence of local bodies of public power. The dissertation reveals constitutional principles, which constitute the basis for joint activities of bodies of power aiming at effective public administration in the regions and on local level. The author distinguishes several types of interrelations: coordination, subordination and reordination as well as their organizational and legal forms.
