Object of the Research: scientific and technological organization (STO), plants of coal mining engeneering, coal mining and coal preparation plants of coal industry of Ukraine. Task of Research: conseptual items development of new state scientific and technological policy in coal industry of Ukraine, their details, methodic ground, embodiment in practical activity and on this basis the provision of the industry increase up to the level corresponding to state interests. Metods of Research and Instrument: methods of technologic and economic analysis, statistic, economic and mathematic modelling, forecasting, engineering and economic calculations. Theoretical and Practical Results: Theoretical result of the research is the formation of scientific basis for the system economic methods managing innovation processes on the branch level and that of the principle element of economy (holding companies, production unions, enterprises and institutions), as well as in formation of conseptual basis of creation and realization of new scientific and technological policy in coal industry to provide the state interests in fuel power complex of Ukraine. Practical results of research are the basis for preparing the set of methodic recommendations and instructions related to the problems of creation and realization of scientific and technological policy in coal industry, the development and fulfilment of target complex branch programmes, price formation for research and technological products and services of intellectual character, the estimation of the measures for scientific and technological progress, the estimation of estates of branch research and technological institutions in the process of their corporatization and privatization. Scientific novelty: the proposals for the restructuring of scientific potential of the branch; the organization of innovation process within the deficit of the state financial potential and those of industrial enterprises which includes economic mechanism of the process management and is based upon the profound marketing studies and is directed towards the absolute economic response of the innovations, utilizing the perfect credit policy of the state, the system of accelerated amortization of assets; the principles of choice of urgent scientific priorities for the branch development based upon the export estimations of scientific proposals, considering the potential of the science, designing and coal-mining engineering; the detailed development of a programme approach to the development of plans for reseach, experimental and designing works, including the methods of development of target complex branch programmes with the determination of their optimal structure, functions of their heads and employees, economic ground, sources of financing, accounting and control of fulfilment; the principles and order of innovation process financing within the branch based upon the new system of reciprocal financing, the prices determining for scientific and technological products, the consideration of mutual econ omic interests by investors, designers and consumers of innovations as well as inflation processes; the features of marketing studies in science including their development and enlargement up to the final stages of research, experimental and designing works; the methods of forecasting for the consequences of scientific and technological progress in coal industry. Introduction degree: based on the results of study 8 instruction methodic documents are developed which are approved by administration bodies of the branch, widely spread and are utilized by institutions and enterprises of coal industry as well as beyond it. On this basis the large-scale organizing practical work is done in the field of the science restructuring, the mastering of the programme approach to the development of plans for research, experimental and designing works, new methods of financing introduction, price formation, legal provision, control, innovation activity accounting, etc. Thus the first important steps are done to fulfil the new scientific and technological policy in coal industry.
