Object of the research: manufacturing powers of firms of branches of a mechanical engineering complex. Task of the research: idealized generalizing and practical solution of an actual scientific problem of formation of an overall system of control of manufacturing powers on firms of an industry, substantiation of policies of control of manufacturing powers and regulations of production at variable demand for commodity. Methods of research and the instrument: original positions of economical science, scientific activities and methodical minings carrying on scientific in the field of formation and usage of a manufacturing potential of industrial firms, legislative acts of Ukraine, methods technological and statistical analysis, systems analysis of economic events and synthesizing of their outcomes, methods of the comparative analysis, elective examinations, probability theory, logical constructions, experimentation and approbation under production conditions. Theoretical and practical results: idealized findings of investigation are the rules and methods of definition of potential output and manufacturing powers as economical categories, which one represent methodological base of advancing of control of processes of formation, exploitations, replacement and liquidation of manufacturing powers of firms of an industry, that allows is justified to receive the solutions on control of manufacturing powers, orienting current financial and investment activity on an increase in the effectiveness of production and usages of the capital. The practical outcomes of researches consist in applying on firms and in organizations of the scientific - methodical guidelines under the registration of a potential volume of production, rating and analysis of personal and extending parameters of usage of manufacturing powers, their reserves and dynamics, guidelines on control of charges of manufacturing powers, standards of investment costses and investments for reproduction of manufacturing powers. Scientific novelty: the overall system of control of manufacturing powers on firms of an industry, which one provides implementation of principles and methods of the registration, analysis and planning of usage of manufacturing powers at all levels production managements; concept of production capacity, as economical category, which one mirrors fundamental properties of a technical system, scientific concept of a potential volume of production as macroeconomic category; scientific fundamentalses of planning of usage of manufacturing powers on the basis of a method of critical volume of production both methodical fundamentalses of the registration and rating of indexes of model "profits - average general costs" for price control to commodity, which one provide boundary ratings of a level of a production efficiency; methodical principles of a rating of a critical state of technological pattern of manufacturing powers with allowance for of variable demand for commodity for planning of measures on replacement of their structure and pattern; cla ssification of indexes of resource maintenance of production capacity and productivity of a resources use special indexes specific ресурсоемкости of manufacturing powers; the statistical methods of the registration both analysis of extending indexes and index analysis of dynamics of usage of manufacturing powers, which one allow to determine them for sets of firms with generic commodity; classification of conditionally - constant costs in production and requirement under their registration with allocation of objects, which one participate and the methods of control of costs under the contents both exploitation of machines and equipment do not participate in output, which one determine production capacity, guidelines on regulation of product cost with allowance for usages of manufacturing powers; The scientific requirements to regulation of financial resources on sources and directions of usage, which one are routed on investment of manufacturing powers in concerns of maintenance of relative economies of resou rces, standards of capital investments on the basis of planning of indexes of usage of production capacity for improvement of a status of production, working conditions and ecology, development of a manufacturing and market infrastructure. Subject and introduction degree: the conclusions and guidelines utilised in State committee of statistics of Ukraine, in Donetsk regional control of statistics, in the Ukrainian union of the industrialists and businessmen, in Donetsk regional state management, are inserted by financial and economical services on Novokramatorsk machine works, Makeevsk plant, Zaporozhye plant of concrete designs, firm of metallic structures "REMP", Donetsk, at Donetsk state technical university and Ukraine-Finnish institute of management and business. Efficiency of an intrusion: the economic benefit of an intrusion of measures on planning of usage of manufacturing powers has compounded more than 3,5 million. grn. Usage of the guidelines has allowed to reduce specific charges of manufacturing powers and to lower product cost.
