Essay

The object of the research is the processes of the modern welfare state transformation which have been formed as the result of new political and social and economic conditions. The subject of the research is the processes of the formation of the preconditions of a welfare state in Ukraine basing on the world experience with the emphasis to the political aspect of this problem. The main hyhothesis which the author tries to ground in the research is that in spite of the fact that to-day the concept of the welfare state is being severely critisized the Welfare State still remains an effective in institution to rolve social problems. And its lawful, financial and economic and organizational mechanisms are being perfected. Thus neither the idea nor the method of a welfare state is mistaken, and that is why these models can and must be used in the process of formation of a "Ukrainian Welfare State" model. In the dissertation it is pointed out that a welfare state is not an unchangeable, static institution.Ba sing on the profound research of modern welfare states the author comes to the conclusion that on the territory of a modern welfare state the positive changes take place which are the result of new political and social and economic conditions. And to-day the idea of a welfare state is supported by all political forces. In the dissertation the objective necessity of transformation of a lawful state of a liberal type into a lawful welfare state, the addition of positive freedom to negative one, of social economic rights to civil and political ones has been grounded.
