Essay

The author deals with historical preconditions and organisational-legal principles of creation protective personnel of Ukrainian State 1918, determined the essence of hetman Skoropadskiy's protective conception and forms of its normative securing. It was pointed out that the absence of effective state governmental system of administration, including protective sphere has become one of the reasons of Central Rada's removal from political Scene. It was established the full list of structural elements of protective system of the last ukrainian hetman.
