Kvasha S. .Forming of financial and economic mechanism of state regulation Ukrainian external agricultural activity

Object of the research: the external activity in agricultural sector and system of tariff and non-tariff regulation of export-import transactions covering a wide spectrum of the goods for agriculture, agricultural production and products of its processing. Purpose of the research: a rating of the current status of Ukrainian external agricultural activity, study and improvement of the financial and economic mechanism of its state regulation for overcoming the negative tendencies in foreign trade activity of domestic agriculture and substantiation of ways of its export potential increasing. Methods: monographic, statistical, graphic, economic-mathematical, structurally functional analysis, etc. Theoretical and practical results: theoretical, methodological and practical approaches to formation of foreign trade activity mechanism in Ukrainian agriculture and improvement of financial and economic methods of its state regulation are proved. Scientific novelty: the methodology of external activity in agricul ture is developed; the basic components and principles of forming of financial and economic mechanism of state regulation of external activity are determined; the recommendations concerning a choice of tariff and non-tariff methods of regulation of import of goods for agriculture are proved; the rating of protection level of home foodstuffs market is carried out; the Ukrainian agrarian goods-leaders and factors of their competitiveness formation are determined; the export markets for agricultural products are characterized, the problems of Ukrainian integration in EU and introduction in GATT/WTO are generalized; the nature and forms of shady external economic activity in agriculture are analyzed. Level of introduction: the offers are being introduced in the Kyiv, Cherkassy and Chernigov regions, and are used in educational process at National agricultural university and Bila Tserkva state agricultural university. Efficiency: will promote increase of export-import transactions efficiency in Ukrainian agricultu re. Sphere, sector of use: agricultural sector of Ukraine.
