Lobas V. Theoretic foundations and development of state socially oriented management

Object of research - state politics in social sphere. The purpose of research - development of the democratic mechanism of formation and realization of state social politics, which purpose is maintenance of the extended reproduction of a labor and development of creative potential of the person, on the basis of perfection state social - guided management. Methods of research - analysis and synthesis; interrelation concrete and abstract; an induction and deduction; a method of the comparative characteristics and economy-statistical methods. Scientific novelty of the received results - for the first time: the contents of social politics of the state in postindustrial epoch is determined; the system of functions of social politics with allocation of static and dynamical blocks is structured; the estimations of social politics on its influence on economy and on maintenance of its conformity to economic dynamics are justified. The efficiency regionalization of state social politics justified by regional indexes of human development is proved; is selected and the investment component of social politics is justified; there are justified necessity and opportunities of transition from monostructural organization of social politics to polystructural, subjects, organizational forms and methods of realization; is advanced: the submission interaction of the state and market, which contents is maintenance of dynamic balance in realization of the social and economic purposes of company; conditions of optimization of a parity between the current and perspective social purposes; methods of formation of the regional social programs; the concept of system monitoring; has received the further development: the methodical approach to perfection of use of a state link of the mechanism of financing of social sphere; Methods of rational use of a unstate link of the mechanism of financing of social sphere; algorithm of monitoring and administration managerial control by development of regional systems of education and public healthservices. Practical significance of the received results: development of the author represents methodical base of perfection state socially - guided. management in Ukraine. A number of the offers, developed by the author, and recommendations for organization of job on perfection of state management in the field of education and public health services is introduced into practice of job of Donetsk regional state administration.
