Essay

The thesis is devoted to the constitutional law status of the (legal) institute of ombudsman. It is the first comprehensive research that examines the legal nature of the mentioned institute, analyses its typical features, elements of the constitutional law status, functions, and its place in the system of state authorities. The author proposes new definitions of an ombudsman, the Representative of Verhovna Rada of Ukraine on Human Rights, functions of an ombudsman, and forms of his activity. He in detail describes the stages of this institute's development in the world and its reception in the countries of Eastern Europe and the Commonwealth of Independent States. The author identifies and considers different models of an ombudsman, defines the conceptual basis for the legal status of the Representative of Verhovna Rada of Ukraine on Human Rights. The thesis contains concrete suggestions towards further improvement of the legal basis of the Ukrainian ombudsman's status aiming at strengthening theeffectiveness of his control, supervision and law-protection activites.
