Borodina O. Human capital in agrarian field of economy of Ukraine: scientific and organizational grounds of modern formation and development.

Object of research: formation, accumulation and using the individual and cumulative human capital in agrarian sector of economy. The purpose of research: on the basis of generalizations of world and home achievements and results of own re-searches to work out and to develop conceptual scientific - applied bases of the human capital development in agrarian sector of economy of Ukraine. Methods: structurally-functional, statistical, graphic, com-parative analysis, abstract - logic, historik-economic, expert estimations, monographic. Theoretical and practical results: the theoretically-methodological and ordanization-applied bases of forma-tion and development of the human capital are developed according to requirements of modern agrarian policy, deep-ening and increase of socio-economic productivity of re-forming the agrarian relations. The major directions of stay degradation of the human capital and way step by step of escalating are proved. Scientific novelty: For the first time: the author's definition of a category " the human capital of agrarian sector of economy " is given, its essence both features of formation and development is exposed; the determining role of the human capital in system of the agrarian capitals is grounded; the essence and reasons of degradation of the human capital is exposed, the ways and mechanisms of its overcoming are proved. The profound understanding of evolution of ideas of revival of agrarian sector on the basis of strengthening and increase of efficiency of functioning of the human capital is submitted. Have received the further development: scientific bases of increase of a role the hu-man capital under development and realization of state agrarian policy; methodological aspects of formation of the human capital during its circulation; scientific - practical rules describing features of processes of investment in the human capital of agrarian sector; the scientific - organiza-tional approaches to accumulation of the human capital through system of mechanisms of extenshion service ac-tivity. Degree of introduction: results of research are used by Committee on agrarian policy and ground relations of the Supreme Council of Ukraine, Ministry of agrarian policy of Ukraine, Regional main directorate of ground resources and Main directorate of an agriculture and foodstuffs of Do-netsk area, in educational process and research work Pri-karpatian university by Vasyl Stephanik, Zhitomir state agroekolodgical university. Efficiency: the introduction in practice of scientific-applied development of the author will assist on increase of socio-economic productivity of state agrarian policy on the basis of increase in its of a place and role of the human capital.
