Subject of inquiry - economic processes and phenomena that happen in the external economic field under the influence of inadequate approach towards forming efficient mechanism of Agro-Industrial Complex (AIC) Foreign Economic Activities. Research objective is to elaborate theoretical, methodological and methodical base for forming efficient mechanism of regulation AIC external economic activities using liberalization and protectionism principles in the conditions of Ukraine's globalization and integration into world economic structures. Research methods: dialectics, historical-economical, monographic, correlation analytical and modeling, econometric, logic, statistical, constructive. Theoretical and practical results - a complex research of development Ukraine's AIC external economic activities, including grounding fundamental and applied aspects of combination liberalization and protectionism regimes and forming efficient mechanism of their regulation on the basis of rigorous system of indicators;it was proposed the methodological and methodical provision of balance for AIC external economic activities, regulation of export-import operations, substantiation for margins and levels of liberalization and protectionism, their quantitative evaluation, competitiveness increase for AIC external economic activities and currency exchange regulation mechanism; there were elaborated cost evaluation methods and liberalization indicators, transfer of non-tariff bars into tariff equivalents, transformation of types and levels of custom duties, construction of models-dependences for estimation of loses / incomes in external economic activities; there were defined inter-relations and interdependences between the processes of protectionism and external trade turnover, national currency devaluation, internal prices and export development, liberalization, protectionism and economic security priorities. Scientific novelty - there were substantiated theoretic, methodological and methodical aspects of forming mechanismof reproductive type external economic activities, its balance and stability by means of liberalization and protectionism balancing, levels and margins of theirs use, dependence between internal price change rates for AIC goods, national currency exchange rate and export acceleration, interdependence between the priorities of liberalization, protectionism and external economic security, methodic approaches and instruments for synchronization in processes for opening EU and Ukraine markets; there was formulated on the systemic foundation the economic essence of liberalization and protectionism, their content, indicators and role in external economic activities regulation, economic essence of mechanism, system and principles of external economic activities; there were elaborated scientific grounds for competitive-ness increase of external economic activities and its balance, methodic recommendations for marginal levels of liberalization and protectionism; there was defined the influence of liberalizationand protectionism processes on external market price formation, qualitative and quantitative GATT indicators on AIC external economic activities state, methodical approaches to transformation of levels and types of custom duties and internal market protection levels; improved instruments for liberalization and protectionism manipulation under forming external economic activities mechanism of food industry and determination procedure for marginal levels of liberalization and protectionism. Implementation extent - results and summary of the thesis are implemented by the Ukraine's Verkhovna Rada (Parliament) Committee on agrarian policy and land affairs, by Economics and European Integration Ministry, by Agrarian Politics Ministry, by regional agricultural management offices in Kyiv, Kirovograd, and Cherkassy, their district administrative offices and by some agricultural universities in Ukraine.
