Object - urban management process in a big city. Goal - setting scientific and theoretical principles for and analysis of outputs as results of implementation of local self-government authorities' activities aimed to increase the effectiveness of urban management in a big city that is considered as a component of the public administration structure. Methods - systematic analysis, method of unity of historical and logical, situational and complex evaluation, comparative method, retrospective method, forecast and optimization analysis, mathematic modeling, induction, deduction, and synthesis. Innovation - it has been discovered and proved that the principle social contradiction is at the bottom of the urban management in a big city. This is the contradiction between functional management and development management processes. It has been proved that one of the main organizational incentives for the effective management in a big city is the legislative function of local self-government authorities. Outcomes - the methodology of selection, training and in-service training for management stuff in the system of local self-government authorities, and methodological principles of effectiveness evaluation of executive authorities in a city council have been improved; the further development of the conceptual principles for the effective indicative planning and urban planning technologies has been provided
