Essay

The object is the power system and the system of public administration of the USSR. The objective is the scientific and theoretical justification of the prerequisites, contents, peculiarities and consequences of the power system transformation and definition of the possibility of taking into account the lessons of the administrative experience in the modern conditions. The methods are concrete and searching, historical and structural, chronological, diachronic, scientific and problematic, extrapolation. The newness is that the scientific analyses of the prerequisites, contents, peculiarities and consequences of the power system transformation in the USSR in 1953-1964 has been done; the retrospective picture of the power system and the system of public administration with its extrapolation in the modern conditions has been done taking into account the perspectives of its transformation. The results are that the experience of the party and state structures has been generalized; the peculiarities of theirfunctioning at each stage of post- Stalin reorganization have been highlighted; the methodology of the mentioned above processes of the party and state structures transformation, the contents, peculiarities and consequences has been improved.
