Sosnin O. The State Politics in the Field of Information Resource Management

The author presents the complex investigation of state politics in the field of formation, effective employment and legal regulation of Ukraine's information resource. The thesis clarificates the role of state in the informational activities regulation in the context of informational society formation and deep social transformations. It constructs the sense and scope of term "informational sovereignity of a state", so main assignments to assure the informational sovereignity of Ukraine. Thesis gives the classification of national interests in the informational sphere correspond to its subjects. The author defined the sense, goal, principles, objects, tasks of state informational politics in the current conditions. Based on the analysis of large scope of factual materials about functioning of bodies of legislative and executive state power in Ukraine in the informational sphere, the thesis defines the principles, directions and peculiarities of state power bodies activities on effective Ukraine's information resource management. It formulates the main directions of optimizing of organizational structure of state bodies responsible for informational sphere, of their functions and authorities. The author created the concept of legal regulation on information resource functioning with the object to assure the effective functioning of national information sphere, its integration to worldwide informational and political-legal space.
