Ogarenko V. State Regulation of Higher Schools development in Ukraine

The object is the development of the high educational institutions in Ukraine. The objective is the scientific and theoretical justification of the public administration tendencies high educational institutions development in Ukraine. The methods are historical, logical, abstract and logical, economic and statistic, analyses, synthesis, calculating and constructive, empirical, comparative analysis. The newness is that the concept of the progressive marketing aimed to the state support of the consumers of the educational services needs satisfaction has been suggested for the first time: social, corporative and individual, as well as creation of the partnership among the subjects of the educational services market; the mechanism of the transformation of the high educational institution activity according to the principles of the integrated marketing. The results are that the main principles of the development and facilitation of the education system normative base have been improved: providing systematic, complexity in the normative documents of different status and level; high educational institution development concept methodology, that contains the description of the mission, aims and development direction; high educational institution behavior principles on the educational services market, the corresponding set of the educational services, quality and price.
