Essay

The object is the ethnic and national state forming processes in Ukraine. The objective is the development and the scientific investigation of the theoretical and methodological basis of the public administration in the ethnic and national sphere and the scientific investigation of the new concept of public administration of the ethnic and national processes. The methods are historical and logical, systematic and analytical, functional and structural, structural and logical modeling of the normative and legal base. The newness is that it has been scientifically proved for the first time that in the conditions of the society the ignoration of the ethnic and national sphere in the administration can cause deformations that can result in the global negative consequences. Thus taking into account this factor while conducting reforms becomes one of the key conditions of the ethnic state formation; the key role of the ethnic and national processes has been scientifically highlighted. The results are that theconcept of the interdependence of the relations between the nation and the state has been improved; the role of the administration structures in these processes has been highlighted; the conceptual basis of the relations of the state with the foreign Ukrainians and the stages of that process have been outlined and characterized as an important direction of the public administration.
