Essay

The thesis is devoted to the research of the history of highest Representative bodies of power in Ukraine. To that end a short analysis of formation and development of the theory of popular representation in European (XVII - XIX centuries), national and Russian political and legal thought is presented in this work. The research reveals the sourcess of popular government, composition, competence and agenda of Veche (meeting) and Boyarska Duma in Kyiv Russia, elements of estate representation. The author trace the evolution of Veche, its transformation into zemsky volost (nation-wide). Duma - into Pani-Rada, Senate in the Great Lithuanian Principality and Rech Pospolitaya. He also researches the history of appearance, composition, competence and agenda in General Kozak Radas and Radas of the Eldest in Hetmanshina up to the middle of the XVIII century.
