Chechetov M. State management of Privatization in the Context of Property Relation Transformation in Ukraine

The object is the social relations arising in the system of management of privatization of state property in Ukraine. The objective is the scientific and theoretical justification of the organization and methodological basis of improvement of the state management of privatization in conditions of property relations transformation. The methods are comparative-historical and functional-structural analysis, periodization, comparative and statistical analysis, systematic-analytical, prognosing, creation of models, deduction, synthesis, content-analysis, generalization. The newness is that the new vision of privatization is proposed as a state-managerial activity concerning objects of state property, based on the grounds of transparency of making decisions about the sale of these objects, scientifical justifgication of the chosen methods of sale and calculation of its' economic advisableness. The results are that the structure and functions of the central authorities dealing with government regulation inprivatization process are systematically demonstrated; the trends and methods of government regulations in privatization process are characterized; the approaches to outlining of the periods and stages in evolution of government regulation of privatization process in Ukraine are improved; the methodological approaches aimed at improvement of state-owned enterprises administration system are proposed.
